Which States Emerged as Heroes in 2025? Top 5 Performers Revealed


As 2025 draws to a close, Maharashtra, Gujarat, Karnataka, Telangana, and Tamil Nadu have emerged as the top five states demonstrating exemplary performance across multiple sectors. The ranking, released by the private research agency CARE, evaluated states on economic, fiscal, social, financial inclusion, infrastructure, governance, and environmental parameters.

Maharashtra Leads

Maharashtra continues to be India’s largest economy, contributing over 20% to the national GDP. With Mumbai as the financial capital and gateway to the global economy, the state maintained its top position in economic performance despite political complexities. Strong bureaucratic and institutional frameworks ensured sustained growth.

Gujarat’s Model Development

Gujarat secured the second position with a development model focused on manufacturing, industry, and exports. The state’s well-connected ports, reliable power supply, quality roads, and industrial clusters have made it the first choice for investors. Its development trajectory is noted for being disciplined and relatively inclusive.

Karnataka’s Balanced Growth

Karnataka excelled in economic growth, governance, and environmental sustainability. Strong contributions from industry and services, effective policy implementation, and administrative efficiency helped maintain momentum. Clean energy adoption and good air quality were highlights, although social sector performance lagged slightly behind other top performers.

Telangana’s Industrial Push

Telangana’s success is rooted in industry-friendly policies, particularly in IT, pharma, biotech, and services. The state accelerated infrastructure and urban development, while launching several schemes for underprivileged communities. Political stability allowed consistent growth in key sectors.

Tamil Nadu’s Strength and Stability

Tamil Nadu maintained a balanced growth path, with robust manufacturing and service sectors. Leadership in automobiles, electronics, textiles, and renewable energy underscored its industrial prowess. Political stability facilitated effective governance and development initiatives.

Political and Governance Context

Among the top five, Gujarat and Maharashtra are BJP-ruled, Karnataka and Telangana are under Congress, and Tamil Nadu is governed by DMK. Gujarat stands out for political stability and policy continuity, whereas Maharashtra navigated political complexities through strong institutions. Karnataka faced internal challenges but managed sustained growth, and both Telangana and Tamil Nadu leveraged stable administrations to boost development.

North India Shows Improvement

Hindi-speaking states showed progress, with Uttar Pradesh benefiting from expressway networks, defense corridors, industrial clusters, and investment summits. Madhya Pradesh advanced in agriculture, food processing, and mineral-based industries. Rajasthan displayed potential in tourism, solar energy, and mineral resources but lagged in job creation. Haryana maintained strong economic performance. Overall, northern states are developing, but their qualitative growth and per capita income remain behind the southern and western leaders.

CARE’s ranking underscores the importance of governance, infrastructure, and policy stability in driving sustainable state-level development. Maharashtra, Gujarat, Karnataka, Telangana, and Tamil Nadu have set benchmarks that others can aspire to in 2026 and beyond.
